Bordering
on obsolescence, the LADWP is contemplating what comes next for the water reclamation plant that lies in the Sepulveda Basin. Rather than idealizing an agrarian past, I am proposing
a work that comes to rest over the facility and one that participates in the
vastness of the San Fernando Valley as its defining context.
